FOCUS Forums are a series of engaging public discussions featuring expert panelists who discuss a range of topics that impact Central New York residents, including education, environment, local government, business, health, public service, and more. Each forum consists of insightful presentations followed by a moderated Q&A session that encourages community participation. We aim to create an inclusive space for residents to learn and contribute to the issues that matter most in our community.

This FOCUS Forum FOCUS Forum was held in-person at One Group, with the option of virtual participation via Zoom.
Topic: FOCUS hosted a hybrid public forum where local leaders representing literacy education, digital skills development, and community advocacy explored how access to strong foundational literacy, both reading and digital, affects individuals’ ability to thrive in school, the workplace, and civic life, and how gaps in these skills compound challenges across generations. Panelists examined not only reading science and digital fluency, but also the ways these issues intersect with educational equity, workforce readiness, and full participation in an increasingly digital world. Panelists provided an overview of the topic, shared insights from direct experience working with learners and educators, and highlighted evidence-based approaches and local resources that support literacy development at every stage of life. After opening remarks from our panel, the conversation moved to a moderated Q&A, giving attendees the opportunity to ask questions and discover ways to engage with local priorities and partnerships. Forums are a welcoming, respectful space for community members to learn, engage, and explore ways to be actively involved in shaping the civic life of Central New York.

Brian Fay is Executive Director of Syracuse Northeast Community Center and NEHDA, which recently became an affiliate of SNCC. Together, the organizations serve across the entire spectrum of Social Determinants of Health, supporting neighbors in the City of Syracuse and Onondaga County. Previously, he was Director of Strategic Initiatives for the Syracuse Community Center Collaborative. Before joining the nonprofit world, Brian was an English teacher supporting at-risk youth in developing self-sufficiency and pathways to success. These same values drive SNCC’s mission to engage, connect, and grow neighbors, supporting them in moving from emergency to self-sufficiency, health, and wellbeing. Brian was born and raised in Syracuse. He and his family live in the Meadowbrook neighborhood.

Matthew Tarolli is the director of Adult Education at OCM BOCES. He has served in a variety of roles at OCM BOCES over the last 27 years as a teacher, vice principal and principal in CTE and Innovative Ed and has been with Adult Education since 2016 as the coordinator of Training Programs and currently director since August 2025. He also is on the Board of Directors for CNY Works and participates in a variety of inter-agency consortiums connecting education to employment.
