Energy for Growth in Central New York

FOCUS Forums are a series of engaging public discussions featuring expert panelists who discuss a range of topics that impact Central New York residents, including education, environment, local government, business, health, public service, and more. Each forum consists of insightful presentations followed by a moderated Q&A session that encourages community participation. We aim to create an inclusive space for residents to learn and contribute to the issues that matter most in our community.

Topic: Join us for a discussion about energy and economic development in Central New York! Our region’s growth is being fueled by strategic investments in energy infrastructure and clean energy technologies. The region is also focusing on energy efficiency programs and workforce development to support sustainable economic development.

David Bottar is the Executive Director of the Central New York Regional Planning and Development Board, which is a public planning agency serving a five-county area in Central New York. The CNY RPDB provides a range of services associated with the growth and development of communities in Central New York with a focus on comprehensive planning, economic development, energy management, environmental conservation, community revitalization, transportation planning, regional information services, and intergovernmental coordination.

During his career, Mr. Bottar directed the preparation of the CNY Regional Sustainability Plan, planned and implemented a regional economic development program, established a small business lending program, facilitated the completion of numerous community revitalization projects, developed an energy program, conducted regional research studies, completed major site reuse and master plans, formed and supervised the activities of several non-profit local housing development corporations, served as a principal liaison with various agencies at the federal, state, and local level, and served as a keynote speaker at numerous public community forums, symposia, conferences, and workshops.

Mr. Bottar is a graduate of the University of Pittsburgh with a Master’s degree in Urban and Regional Planning. He is a member of the American Planning Association, the National Association of Regional Councils, the NYS Association of Regional Councils, and the NYS Economic Development Council.

Bart Franey, Vice President of Clean Energy Development, National Grid

Bart Franey has over 25 years’ experience working in various utility leadership roles and is currently serving as Vice President of National Grid’s Clean Energy Development. As head of Clean Energy Development, Bart is responsible for overseeing the work of a high performing team, dedicated to the development of innovative energy solutions and sustainable infrastructure programs that address the challenges associated with decarbonizing New York’s electric grid and the electrification of transport. Prior to leading business development activities, Bart was head of Transmission Planning, Asset Management and Systems Data where he led engineering teams in the development of capital work plans and data management. Bart has first-hand experience, working as Director of Regulation and Pricing, providing written and oral testimony in several state and federal rate proceedings, and testified in legislative hearings on energy related matters. Bart received a bachelor’s degree in physics from the State University of New York at Oswego and a Master of Science in Engineering Management from Syracuse University..
